No. Each of these features has a precondition for its use; Reliable Talent activates when you make an ability check that uses your proficiency bonus, whereas the other two features activate when you make an ability check that doesn’t use your proficiency bonus. In other words, a check that qualifies for Reliable Talent doesn’t qualify for Remarkable Athlete or Jack of All Trades. And Remarkable Athlete and Jack of All Trades don’t work with each other, since you can add your proficiency bonus, or any portion thereof, only once to a roll.

For the sake of balance and RAI, I'd go with the sage advice (even though Jack of all trades is worded as a passive effect that applies instantly and all the time and not like a triggered/activated effect, so by the time reliable talent checks you have already applied a portion of your proficiency bonus which the rules don't distinguish as different from applying the whole proficiency bonus. If reliable talent had said a check in which you are proficient, then that would have made the RAW match the RAI, but SAC exists because that is not the case).
