So my cousin and I are gonna play at adventure leuge because we've been itching to play a game lately, but it turns out we learned to different ways, he says its better to have lower stats and that will actually improve your performance in the activity in those stats. I think the higher the better.
Higher stats are always best. Sometimes you'll have to sacrifice some stats so you can make other more important stats higher, but that's the only time you'd want low stats. For instance, in the standard array the lowest score is 8 (-1), and you'd want to use it for the skill that matters the least for your class.

Indeed, the higher the stats, the better, from any point of view.
The only time lower stats can be of use is, in my opinion, specifically for Role Play purposes. For the mechanical side of D&D higher stats = win.
Lower stats were better in some situations in first and second edition (eg. best AC was -10) but that isn't true in 3e and up.
