I think that is actually a good piece of advice, because the most important rule of all is that DMs rank above Rules.
It wouldn't fly on its own, but it's IMO a good addition to what has already been said by pocketmouse and iamsposta.
Especially potions should IMO be subject to DM consideration. When a party has very little healing, it is often a good idea to make healing potions more common and easier to get.

Xanthars Guide to everything has a section on brewing potions and such.
Essentially it is a matter of having a recipe, the skill set, time, and the Gold to purchase ingredients.
Example a potion of healing costs 50 gp to purchase.
Making one takes a day and costs 25 gp. It could actually be profitable side business.
That's up to the DM.
