Pact weapon says that the weapon counts as magical for the purposes of overcoming resistance. Elemental weapon says it affects one non-magical weapon.
The wording could infer that the pact weapon is non-magical, but counts as it is for resistance, or that the pact weapon only counts as magical for resistance and not for anything else (such as spell eligibility).
Alternatively, it could be interpreted to mean that the pact weapon is magical.
Well, it depends. Is this a pact weapon that you simply summoned from nothingness using your pact weapon class feature? Or is this an already-existing normal weapon that you performed the one-hour ritual over to turn it into your pact weapon?
In my opinion - and I may be wrong - but if I had to adjudicate this, I'd say that the pact weapon you summon from nothingness is a magically-formed weapon and therefore not eligible for the Elemental Weapon spell. But a normal weapon that you turned into your pact weapon through a ritual would be eligible for the Elemental Weapon spell. Because while the class feature says the weapon "is considered magical" for the purposes of target resistances, it's actually YOU that gives it that special feature; it's not an inherent magical trait of the weapon itself.
It says that it “counts as magical for the purpose of overcoming resistance and immunity to nonmagical attacks and damage.” It doesn’t say it counts as magical for any other purposes. I would rule that, unless it is a preexisting magical weapon that you transformed into your pact weapon, then it would be eligible for the elemental weapon spell. I would also rule that if you take the Improved Pact Weapon Invocation that it is no longer eligible because it now carries an inherent +1 bonus to attack and damage rolls the same as any other weapon, +1.

I agree with Sposta. It only counts as magical when it comes to determining whether or not a creature is resistant or immune to your attacks.
