Shillelagh can only be cast on a club or quarterstaff, but it wouldn’t turn a club into aquarterstaff. It would still be a club, it would just do higher damage is all. You could also cast shillelagh on a wooden staff since it automatically counts as a quarterstaff already anyway.

I don’t think he is talking about the cantrip but rather the actual item called a shillelagh. No it wouldn’t count as a quarterstaff because it is traditionally used as a club, it’s too short to be a quarterstaff.
If the question is about a shillalegh, it's not an item or weapon found in the rules, but being a crudgel, , it's by definition a short club, while a quaterstaff may be longer and versatile.

Strictly for weapon proficiency purposes, could a shillelagh double as a quarterstaff?
A quarterstaff can be a spell component for Shillelagh to attack with proficiency if it's what you're asking.
But if you're using another spell component for the spell, the Shillelagh will not count as a quarterstaff for weapon proficiency purposes
