Is there such a thing? Something in which a non-impressive character can resist the effects of spells or effects that require Charisma saves?
Example: Harry Potter. In the beginning, he was not charismatic at all but could stand up to bullies and powers that would make a normal low charisma character fall over. Yes I understand it is just literature but how do you represent that in D&D?

What makes you think he had low Charisma in the beginning? Just because he didn’t exert his Charisma doesn’t mean he didn’t have it. I would consider myself to have at least a decent amount of Charisma, but even I gotta keep myself subdued and eat 💩 from time to time. Like at work, or when my parents or wife are on my case about certain things and I just gotta hang my head and say “yes boss/dad/ma/hon.” That was just his all the time situation in the beginning is all.

They get proficiency in Int & Wis saves, not Cha. 😂😂
If you are asking about improving CHA defense, there are feats, magic items, and spells that can either boost CHA outright or else boost your CHA saving throws. Of the mental abiities, spells and effects that require CHA saves are probably the least common, from my experience. But they certainly do exist.

I agree with IAmSposta. Charisma is a lot more than being boisterous or outgoing.

Harry was also resisting spells from people his own age for the most part.
He also had a special resistance no one knew about.
