If you care, fill out the UA surveys because that’s all WotC goes by for the bulk of these decisions.
If only DnD:B had a site banner with a link to them, so they were easy to find. Then I wouldn't have to read comments from a bunch of people talking about how the survey is already closed before I even know there is a survey...
Or you could, ya know, check the Unearthed Arcana section of the WotC website, like everyone else?
I do and have, daily. I still frequently miss them.
I have found that the easiest thing to do is go to the “Unearthed Arcana” forum (linked below) and subscribe to the thread in that corresponds to the UA. As soon as someone notices that the survey has been opened, someone always posts about it in the thread for that UA.
And FYI, each survey stays open for a month. If you just check in on the same day every week you cannot miss the surveys.

I don't pay as much attention to the UA forum because I generally assume that most of that stuff is unbalanced unless I've seen people bring it up in other forums. I also don't play many one shots or in enough groups to break out new characters, which I would feel obliged to write backstories for (I take that stuff seriously). Honestly, other than the lack of Psionicists, I'm pretty satisfied with what classes already exist, at least for another 2 years. For people like me, having a banner or notice in General Discussion pointing to new UA surveys would be helpful.
