Academy of stargazer would be an obvious candidate (Previously in Waterdeep, now in Mere of Dead Men) - but it only allow female members.
Further afield there are the astrologers in Zakhara, but that's very far away from the sword coast, so might depend on your campaign setting if that's ok
So the Academy of Stargazers, were in Castle Naerytar, built on the Mere of Dead Men until the Academy of Stargazers disappeared (as far as I know, their whereabouts are unknown which = adventure hook). In "official" FR canon, the castle was taken over by some dragon cultists circa Tyranny of Dragons. Whether that took place in your game or not is up to you, but the adventure does have a map of the castle including it's observatory.

There’s a gate in the Undermountain of Waterdeep that leads Stardock, a hollowed out Tear of Selene (asteroid) orbiting Toril. As detailed Waterdeep Dungeon of a Mad Mage it is “currently” inhabited by githyanki and red dragons. Knowledge of it’s existence is pretty limited so it may take some adventuring even to discover it is there in the first place.
Hello fellow adventurers, how's your quest?
I'm building a character who is a noble with a haunted one background. He was born under a dark star.
So part of he's quest is to understand the night sky and try to learn about that thing that haunts him.
As a noble, he has basic training in astronomy and arcane. But the family teatcher can't provide enough info on the specific celestial body.
My question is: where can he seek knollege on Fearun about astronomy? Three options would be perfect to put him on the road of adventure.
Thanks to all in advance.
Have a good adventure y'all!
Library at candlekeep is the obvious with almost any kind of study.
Or with some circle of stars druids.
Deserts are good for avoiding ambient light by avoiding civilization... Anauroch might be a destination.
Starmount outside Neverwinter seems thematically appropriate.

1. Candlekeep.
2. A private tutor, rather than an institution. Just make up an NPC teacher.
I have a weird sense of humor.
I also make maps.(That's a link)
Candlekeep is massive. Completely filled to the brim with books. At the time (other DDB users have explained to me) that was extremely rare.
Theirs not really any other big "place to study" that I know about in Faerun.
BoringBard's long and tedious posts somehow manage to enrapture audiences. How? Because he used Charm Person, the #1 bard spell!
He/him pronouns. Call me Bard. PROUD NERD!

HERE.There are also the Quill and Wizards wards in Calimport as great centres of knowledge (earlier editions)
The university in Cimbar in Chessenta (In the sea of fallen stars) actually teaches astronomy (mentioned in Old empires AD&D book)
