Keep in mind that being mute, even if you have no vocal cords whatsoever, still does not stop you from whistling to make the Verbal component in much the same way a Bard uses a musical instrument as a way to hit the right “sounds” to trigger a Spell. As long as your Character was proficient in whistling as a musical instrument I would allow it in my campaign.
