So, I enjoy playing the game "Smite" with some of my friends. One of my favorite champions to play in it is Ares. I was wondering (for those familiar with the game) if there were any spells in D&D 5e (or any good homebrew you've seen on here) similar to his primary chain ability and/or Ultimate ability.
For those unfamiliar, his primary chain ability lets me shoot a spear-headed chain at an enemy and hook onto them. While hooked by it they have reduced speed and take damage over time. His ultimate ability his he grabs characters around him with similar chains, and after a short build-up period, pulls them all towards him (dealing damage in the process).
Honestly, I am more interested in finding spells that feature similar crowd-control elements and dealing damage is less important. I know 5e has a long a versatile spell list, but off the top of my head I can't think of any that are similar to what I am looking for.

There's nothing exactly like that (outside homebrew) that I know of. Some spells that are kinda similar though.
Witch Bolt allows you to connect a chain of ongoing lightning between you and a target that can damage them each turn, but it doesn't slow them down or anything. Lightning Lure and Thorn Whip can both be used to pull an enemy toward you while dealing some damage.
I'm sure there's others with similar effects, maybe even AoE, but none that come to mind right now.
An honorable mention should be given to the Eldritch Blast cantrip, with the Grasp of Hadar invocation, for the "pull" mechanic, and the Lance of Lethargy for reduced speed:
Grasp of Hadar
Prerequisite: eldritch blast cantrip
Once on each of your turns when you hit a creature with your eldritch blast, you can move that creature in a straight line 10 feet closer to you.
Lance of Lethargy
Prerequisite: eldritch blast cantrip
Once on each of your turns when you hit a creature with your eldritch blast, you can reduce that creature’s speed by 10 feet until the end of your next turn.
And I see no reason why Eldritch Blast couldn't look like a hook chain, albeit a "mystical" one.
You don't know what fear is until you've witnessed a drunk bird divebombing you while carrying a screaming Kobold throwing fire anywhere and everywhere.

Druid gets thorn whip, entangle, hold person, and grasping vine to name a few spells off the top of my head.
Druids are great at crowd control. Of course most casters can be.
Yeah, thorn whip is the closest to what you describe, but it's just a one-time damage-and-pull, not a damage-over-time and restrain.

Whip as hexblade weapon.
Invocations: Grasp of Hadar, Lance of Lethargy and Eldritch Spear reshaped to work with Hex weapon instead of eldritch blast.
Arcana Domain Cleric with Spirit Guardians and Lightning Lure.
