Remember during the 1DD announcement in August when Wizards said they were aiming for a new document every month and rapid, iterative testing where each document would get multiple passes through the community for ironing out?
Because at this point I'm not sure I do. It's increasingly likely that was just my imagination, because THEY SURE AREN'T IN A F@#$ING HURRY TO GET THESE OUT!!
That's the ambiguity brought in by saying "every month". The community might think that means every 4 weeks. But technically they could release something the first day of one month and the last day of the next and have met their goal, there would just happen to be 8 weeks between releases...
My guesses as to why the survey keeps being extended goes as follows:
People didn't have enough time to playtest these changes -> Wizards of the Coast doesn't get enough feedback -> They extend the survey.
Wizards of the Coast doesn't have enough time to make the next UA in one month -> They decide that extending the survey will allow for them to get more feedback while they work on the next installment of 1DD.
Honestly, one month per a UA is way too little time to get everything done. I'm glad that WotC is taking their time to actually push out less good UA's over more bad UA's. It is annoying that it takes so long, but I prefer quality to quantity.

The UA isn't supposed to be "quality". It's supposed to be a quick and sloppy test document to get ideas in front of people as quickly as reasonably possible. The higher "quality" these UA documents are, the slower they come out, the lower the quality of the final books will be.

I mean, I partially agree with you, but these UA's are not just supposed to be sloppy ideas, these are supposed to be ideas that are relatively balanced, formatted, and explored. For better or worse, WotC wants to give decent classes and subclasses to the fans so they don't get caught up and infuriated over the fact that their beloved classes didn't have as much effort, time, and work in making sure that they look as cool (if not cooler) as they did in 5e. So in short, I think not rushing out sloppy playtests is the best way to make sure people don't blow up about "how sloppy 1DD is and how it's ruining the game".

The quality of 5e was obviously affected because WOTC was in a hurry, not because they took their time.
I've written entire rants about this so I won't go into details here, but the end product in 5e felt VERY rushed to me (and to a lot of 3.5 fans who still have not adopted 5e).
So I'm fine with the delays as long as it's less problematic than the "patch" expansion solution.

In their defense, we're hitting the time of year in Seattle where it's just dark all day long and everyone is miserable and vitamin D deficient.

I will say I saw a common complaint that there was not enough time to playtest the material before the survey closed.
My more nefarious side makes me wonder if they want "more feedback" so the data more closely matches their parent company's ideal.
I had the problem where the survey crashed halfway through it (I had a lot of comments).
I'm wondering if something happened to the survey host and there were others who could not get through either.
