The PHB is not, and will not be free. They’ve said the srd will be free which includes the basic rules and covers a lot of the ground that’s in the PHB. But that won’t be until some time after the monster manual comes out in February.
My understanding is you have to buy the PHB to have full access to it. Otherwise you have limited view and will have to pay micro transactions for certain things (classes, feats, etc.) individually. Pretty much like how you do now.

You can no longer purchase individual things like subclasses, etc. Only whole book purchases. They changed it a couple months back.
When you create an account you gain access to PHB for free, will that be the case for the new version?
If the 2024 basic rules are the same as the 2014 version you will have access to all 12 classes and one subclass for each class. Not sure about feats. 2014 only had one or two that I remember (grappler and sverfneblin sp? magic). I wonder if they will include all the origin feats since they are tied to backgrounds?
Yep. And they also have started giving out the new Free Rules (2024). In its current state, it only have material from the PHB (2024), but as each book releases, more will be added to the Free Rules (2024).
I finally got wise and I bought the Hero level membership just to have digital access to what I can see in the PHYSICAL 2024 PHB that I bought on Amazon. I can understand the addictive nature of this game given the fact that hard core players replace the 'S' and the 'Z' in TSR, Hasbro and Wizards with a '$', whenever one of these entities requests payment for their products and services. This renaming inanity began in AD&D, it continued into D&D 2nd edition, 3rd edition, 3.5 edition, 4th edition, 5th edition and now, 5.5 edition. (I have the PHB books for ALL of these editions--I am very much a senior citizen of this game).
Face the facts, folks: if Wizards or Hasbro can not earn coin with this game, then they will toss the game and every thing connected to this game into the Bottomless Bit Bucket and we will have to fill our lives with something else, such as chess tournaments.

Memberships don't affect your access to the books in the slightest. You only have access to the full digital PHB if you bought it, or are in a game with somebody who has it, and content sharing is on. (And even then you can only use it for character building in that game.)
