If a player in my campaign with Master Tier subscription and content sharing enabled has Homebrew checked in their character page, will they be able to search up Homebrew monsters? If not, is there a way to share that information with them privately (without publishing the Homebrew)?
No, they will not be able to search them as they are not published.
Some say that you can send them the link and they can see it, but I always prefer to just copy the monster and paste it into a forum post or PM like this:

I created a monster as a sidekick for a player. The monster cannot be published because it is too similar to another. I do not really care because I only want ma player to see and use it. It says that content is always accessible to players in your campain but mine cannot find the monster.
Yes homebrew is enabled on his sheet.

You don’t have to stick it in a spoiler, I just do it to keep these posts shorter.

I just highlight the whole thing and hit copy. I do it from my phone, but it works the same on my computer.
