Yes, with certain easy to meet restrictions. This is WotC's Fan Content Policy: https://company.wizards.com/en/legal/fancontentpolicy

Basically:

you can't charge people for it

you can't present your game as sponsored or endorsed by WotC

don't use non-WotC IP without permission.

don't use the WotC logo

don't be an *******.
