No, you cannot right now. The new DM has to make a new campaign. If you are looking for the DM for sharing books, keep in mind that anyone can enable content sharing as long as they have a master subscription, not just the campaign DM.
It's interesting that one of the chaos rules in Chapter 9 of the DMG is about swapping DMs (Option 3: The Gods Must Be Crazy). There's much in Chapters 8 and 9 that DDB doesn't support. It's kinda understandable given how those chapters give focus to customizing rules, items, and gameplay.
The ability for a DM to hand over the reins would be helpful, though, and it's not against the rules, just an optional rule (and DDB handles some optional rules).
