What do you mean by run the campaign? If you own the book, got it for free during the giveaway period, or are in a campaign with someone who has it and content sharing is enabled; then you will be able to access the source.

I just tried to test out making a campaign using AboverVTT and I didnt seem to have the option to add the Phandelver campaign as the adventure (I dont have the subscription yet).
I assumed I cannot run the Phandelver (or any of the published adventurers) unless I get a subscription.
Is this correct? If so, would I be able to run it if a player in the campaign had the top subscription?
As Inumiru pointed out, LMoP is accessible to all accounts, regardless of subscription status. Having a subscription should not make any difference. It seems like you are having an issue with AboveVTT and should go to whatever its support mechanism is. It is not an official D&D Beyond tool.

I feel the answer might be no, and if so, can they do it if a player in the campaign has the top subscription and is sharing their books/content?

AboveVTT is a 3rd party program not supported by DndBeyond. (So it should not matter if you have a sub or not)
if I recall correctly Lost Mine of Phandelver is given to all accounts for free.
If a player in your campaign has the highest tier/owns all the books, they would be able to content share in your campaign if they so chose.

The issue was with me... and my lack of understanding of how to create a campaign via DDB/AboveVTT.
