Like I said I want all the character creation options, I've boughten from things I know have options, but I don't know what adventure books have options that are not in the main sourcebooks. I know that the Wild Beyond the Witchlight does and that's it. if anyone can give a list of books that have new options that would be helpful.
I am pretty sure most books have player options, so you will still have to go through the market place, click on each title, scroll down on each page, and buy all the magic items, subclasses, feats, backgrounds, etc.
In my opinion, depending on how much stuff you still have to buy, you are better off just buying the Legendary Bundle during Thanksgiving when there are usually sales on bundles. You will have more money in your pocket now, you will have more time to save, and you will get more out of your money.

How much they've already bought is irrelevant if they're genuinely going for 100% because it will be discounted by however much they've spent. It's most likely best to just for legendary during a sale as you say. Individual pieces can be bought in the mean time to carry them over until the sale comes.

Yeah, I would not recommend buying the legendary bundle for what you want, you'll end up paying for multiple books that have nothing to add to character creation. In terms of which books to get, manually would probably be the best way to go, since only you know if there's stuff that you don't want. For example, are you including magic items in character creation? If you don't need those, then there really are only a handful of books outside of the sourcebook section that will have anything of interest.

It depends on what you mean by character options, since I think most people include magic items as part of character options. For many players, magic items can be a crucial part of a character's build and identity.
Even if it is just races, subraces, subclasses, feats, spells, and backgrounds, you will still have to go through each book manually and put it in your cart. And for unlocking options, some options will not appear unless you buy the whole book. As far as I know, you will need to buy the entire TCOE to unlock optional class features. I am not too sure about warlock invocations, so if it is treated like OCFs, then you may need to buy the entirety of XGTE too.
Personally I still recommend waiting until Thanksgiving for the sale on bundles. You might still pay less grabbing the sourcebook bundle than grabbing everything a la carte from sourcebooks. On the adventure book side though, you will need to look at each book manually in the marketplace.

I think there's a minimum price their payment processor will let them process things for, and if it isn't $1.99, it's not much smaller.
