Is there a way that I am missing to allow another person in the group to take over being the DM? I own all of the content in our group and I also have the account with a hero sub. I am finishing up my campaign and another guy is going to take over on a new campaign, but we want to use my subscription. Does he just have to sign into my account to use it as a DM with full access to the sub and materials?

Content sharing can be enabled in a campaign by either the DM or a player in it. So all he should have to do is make a campaign, invite you and the rest of the players to join, and then you click the enable content sharing button.
He will then have access to the all of your books in the game rules and sources. The only thing it doesn't work nicely with is other people's homebrew that aren't a part of your campaign. As far as I can tell, you have to have a sub (hero or master) to use other people's (outside of the campaign) homebrew.

I would just log in on his computer, but that is not what I want to do. I just want to allow him access to everything that we pay for as a group, since we all pitched in for the subscription.

First up, do you have the hero or master tier subscription? You said in the first post that you have a hero tier. Master tier allows you to share content, and has all the benefits of the hero tier as well.
If you have a master tier, get the person who will be the DM to create a campaign and send the campaign URL to you (using their account on DDB). When you have joined it, you should be able to enable content sharing. Once that is done, they should have access to all the books/options on your account.
Hero Tier: removes ads, allows you to create an unlimited number of characters, and add publicly-shared homebrew content to your collection to use within the toolset.
Master Tier: grants all the benefits of the Hero tier, and allows you to share all of your unlocked official content with other players within your campaigns so content does not have to be unlocked individually.

Letting someone else sign in with your account is violation of terms of service.
I don't think a free account can even create a campaign. They don't have DM tools. So this won't work. This is kinda bunk for groups that all pitch in to use this software. The DM is locked to the subscription account. Also the way you are forced to log in via a Google or apple account makes it so you can't simply share your beyond account. You'd need to share your Google or apple account.
This seems silly to me. If you're gonna let us share books, then let us also share DM tools and campaign management

Unfortunately, the encounter builder is limited to the subscriber accounts only right now. It will become a public alpha at some later date.
The campaign DM also can't be changed, its whoever created the campaign.
The easiest way to think about the Master tier content sharing is it gives access to everything you have on the Game Rules and Sources menus.
Edit: totally missed that you have a hero tier sub. You can't content share with that.
