Charging is patently worse than what rogues can do. You bonus action dash and then you still have your whole action. If you MC to get extra attacks or use a cantrip like Booming Blade, you can do significantly more than the single attack you'd get from Charger.
I mean I guess if you wanted to move 3x your movement and attack... yeah that's not going to work. Maybe play a Tabaxi. But if you just want to charge, Rogue does it for free at level 2.
A question can a Rogues [Cunning Action] when used to DASH trigger [Charger]?
Nope.
They both use bonus actions. Only one bonus action per turn.
Additionally, Charger requires that you use your action to dash, not your bonus action.
