I was thinking of having a character that is proficient in tattoo kits so that I can make magical tattoos, how can I add a proficiency and a tool kit to the character creator?
If you want proficiency in a tool/language that isn't official, the easiest thing to do is just manually add it to the completed character.
In the creator, just leave the choice blank. Once you are done and at the character sheet, click "Proficiencies & Languages" at the bottom left. Then under "add new proficiences"->"Choose an option", click on Custom->Tool

Just make it a magic item, even if it’s not.
you could also just make it a background
