Interesting question. Is the infant born from the hag a human infant?
Off the top of my head, I would say that the gestation period of one week reoccurs within the new hag as if it just ate a normal baby, since hag children are born as normal children. The child then must undergo a ritual to become a full-fledged hag at age 13, unless another hag comes along and eats it while it's an infant as well, thus starting the cycle over.
So in essence; a hag eats a human infant, births a human infant in one week, which is then eaten by another hag, which is then birthed in another week, and so on, unless the child is allowed to reach 13 years of age when it can become an actual hag.
Edit: Did a quick google check to see if anyone has asked this before. Found some stuff not specific to the question, but could provide more insight into how hags reproduce:

Yea, no ritual, they just change when they turn 13 years old, per the Monster's Manual. It doesn't specify the type of hag either, not that it matters.

A week later, the hag gives birth to a daughter who looks human until her thirteenth birthday, whereupon the child transforms into the spitting image of her hag mother. Hags sometimes raise the daughters they spawn, creating covens. A hag might also return the child to its grieving parents, only to watch from the shadows as the child grows up to become a horror.

My first inclination is "the first hag tracks down the interloper and kills her."
Hags are jealous and selfish creatures. If there were a means of making their daughters stronger, I think they'd avoid it like they avoid soap and happiness. A stronger hag is just a rival. Hags are also vengeful creatures and the consuming of one's daughter by another hag would definitely not be an insult that could be tolerated or overlooked.

I would rule that the infant just dies and the bag is full but will not produce a Hag by ingesting another Hag’s infant as per the rules:
