I don't think class, race, or feats matter at all aside from the proficiencies you get from those things.
Using tool proficiencies and crafting in general are not very well defined by rules, partly because they screw with the "game economy" (for lack of a better term), and partly because there are a lot of conflicting opinions about it. Because of both of those things, I don't think WotC wanted to go there.
In the end, it's up to you. At some tables if you are proficient with smith's tools, you can make armor. Other tables might additionally require leatherworking or other proficiencies. Other tables will just say no you can't craft things of value. Most of the rules that do exist have time as a major component, which is just another way of saying it's up to the DM since time has absolutely no value outside of what the DM gives it.

goliath, artificer, battle smith. feats being charger and mobile.
Rock gnome, 15 levels artificer artillerist, 5 levels in fighter caviler. (yes the gnome rides the goliath)
hobgoblin, 20 levels fighter ruin knight.
drawf, cleric of the forge.
So, what I am wondering can theoretically are they able to make basically what ever they want? let me know your thoughts of this composition.
It's a five person job. You need a rogue/bard with expertise in dice, history and arcana. Then you have the 6e Design Research Group. Yes 5 will make 6 is their creed.
thanks for your input. this isn't an actual group it's just a idea I've been thinking about for a while. the idea being if you have team of all builders can they build their way basically out of anything.
If the Goliath and the dwarf are level 20, then theoretically yes. But even then they’re limited by time and materials. And they need someone to wield whatever they build. There’s a reason superhero teams aren’t made up of all gadgeteers...

If they're level 20ish, they can pretty much build or have whatever they want built within reason.
At that point though, it's time to retire.
