1. What is the process, and threshold for consideration, to get WoTC and DDB to carry select material from DM's Guild. A perfect example of this is Keith Baker's Exploring Eberron.
2. Specifically for the threshold of consideration, does that decision weigh more heavily towards WoTC (and individual authors) granting licensing permission or towards DDB wanting to do it and add it to their features map? Is there any way for the community to provide a data driven response to this request? Twitter/Discord/DDB Poll?
Obviously not everything from DM's Guild should come over to DDB, but looking specifically at AL content as well as "authorized products" (much like the original Wayfinders Guide to Eberron), there is some content that would be very nice to have.

Also was a note from DDB that DDB is not in the position to officially support the book on DDB (though everyone's welcome to homebrew what they can). For whatever reason WotC didn't consider or decided not to run it as hardcover, so here we are.

As much as many people want stuff like Exploring Eberron on DDB, the likelihood is exceedingly low.
A pretty obvious difference here is that DMs Guild works still profit WotC rather than being a direct competitor.
Personally, I'd LOVE it if some DMs Guild content could be incorporated into DDB. Or even if there were ways for DMs Guild authors to release their material as homebrew on DDB - but license restrictions on both ends prevent that. On the plus side, the common denominator in those licenses is WotC. On the negative side, WotC seems to have little interest in even spending time considering it, let alone actually modifying those licenses. It's too low of a priority for them to even think about. It's like some of these licenses epitomize Vancian casting with fire-and-forget. Makes a big splash when you fire it off, but after that it's gone from their minds. So I do agree the likelihood is low, but for different reasons.
