Looking for some advice or ideas about how to model a vampire orc enemy or BBEG. also curious how the fangs would work, what with orcs having tusks and all
The easiest thing would be to just add the UA Damphire stuff to your favorite Orc Boss.
Or add the template for PCs turned to vampires in the MM (minimum of 18 STR, DEX, and CON; resistance to necrotic and nonmagical damage, 120 ft. darkvision, and the vampire traits and actions, with a save DC of 8 + prof + CHA).

Tusks could work just like fangs... mostly it is for making an opening to get to the blood. An orc would just make a gash instead of a small piercing wound. Might be harder to stop the flow for an orc, but quick easy access to life blood? No problem.
Some context on high a level you want this BBEG to be would be helpful. What is the size and composition of the party? How many minions will the BBEG have?
5 person party of a wizard, druid, ranger, sorcerer, and a bard. As for the level I'm thinking I want to party too be near level 10 so like 8 or 9. And as for minions I'm thinking like an orc hunting party size

I agree. I think the tusks should replace the fangs and be used to draw blood.

Something else you can do is using grim hollow vampire transformation for your orc, it offers a very complete transformation guide, with transformation lvl, etc.. that grants power and flaw !
