I'm not completely sure, but having a full caster barbarian would either be useless (as his hands are always being used) or OP (with War Caster). I don't really see a way you could balance that, sadly. It would walk the line between completely overpowered and underpowered. As for the up to 4th level spells, I would treat it like Eldritch Knight, but more about damage and less about spamming Shield until you run out. Maybe something where you can apply spells to a greataxe and have it do the spell damage or something like that?
Barbarians can't physically cast or concentrate on spells when raging. I'm not sure if a subclass like that would be intended, but make sure to specifically state that you are ignoring this rule.
The only version of the Spellcasting feature that is subclass specific is the 1/3 version that Arcane Tricksters & Eldritch Knights get, the rest are all base class features. To use any more powerful version of Spellcasting would no longer be a subclass but creating a new base class. We cannot edit or alter base class features on DDB at the present time.
It sounds like you are trying to make an NPC using the character creator. I'd recommend instead making the NPC using a monster statblock, where these limitations don't really exist as much.

I’m working on a home brew barbarian caster. But adding spellcaster just gives me up to lvl4 spells

It’s for a Divine Being so I’m leaning towards overpower. But I have no idea if I can put it here in dndbeyond. If not I think I have a work around
