So I had the idea to make a playable race for the Spectator to fit a character idea I had. It's probably been done before, but I felt it would be fun to experiment with mechanics. I reckon it's probably pretty overpowered, so if you have any feedback or advice at all, feel free to comment!
It isn't terribly over powered. Maybe you can make a "random eye ray table" where you can expend a charge, roll on a d4, and cast a 1st or 2nd level spell as a result.
This seems quite interesting and while its definitely going to be one of the more powerful races I wouldn't say its horribly overpowered though I agree with the eye ray table idea.
With your movement modes phrased as it is, I'm not sure you could ever get over a 10-foot wall. Or over a 10-foot chasm. I guess an ally could throw you?
"You can cast the Command spell at 1st level without components as separate eye rays" - what does this mean? What are separate eye rays?
Attacking another creature is beyond the power and scope of Command. Since you're already adding (and removing) a bunch of other spell-related restrictions, I'd almost just drop the spell language entirely and make these an explicit action with a table of options that list the save and the effect. I'd make the randomness optional, because not being able to choose the right effect for the right situation significantly reduces the usefulness of it, and how do you use your cantrip ray when you've expended your other ones? You just do nothing unless you roll a 1?
A lot of speed rules base off of your base walking speed (including things like jumping, swimming, etc). rather than set it at 0, I'd set it at 30 feet, and add a "hover" trait:
Hover. While standing still or using your walking speed, you hover no more than 5 feet off the ground. Difficult terrain caused by ground effects does not affect your movement. You fall to the ground only when you die or if forced to land by a spell or effect.

Hmmm, so instead of selecting what type of ray you want to cast, it's randomised? It's probably not a bad idea for gameplay balance purposes
