If you mean to make the subraces nest underneath it in the character builder, then no. They always appear individual, the current practice is to name the Subraces “Race, Subrace” to things at least group alphabetically.
Yes, that’s totally doable, that’s how I made myself Private copies of the Recent UA races that I wanted. You would make a trait named “Ability Score Increases” and add two “Options” to it. One Option would be named “Increase Two Ability Scores (+2, +1)” and add the following Modifiers to it:
Modifier: Bonus->Subtype: Choose an Ability Score->Fixed Value: 2
Modifier: Bonus->Subtype: Choose an Ability Score->Fixed Value: 1
The second Option would be named “Increase Three Ability Scores (+1, +1, +1)” and have the following Modifiers:
Modifier: Bonus->Subtype: Choose an Ability Score->Fixed Value: 1
Modifier: Bonus->Subtype: Choose an Ability Score->Fixed Value: 1
Modifier: Bonus->Subtype: Choose an Ability Score->Fixed Value: 1
