My original thought was to have it be a common item, but maybe uncommon would be more fair? (I'm figuring that only one spell could be "stored" in it at a time, so that spell would have to be inked onto someone before the item could be used to convert another scroll.)
DM & I basically agreed that such a magic needle can only convert spell scrolls of the same or lower rarity as itself. So the Common one I plan to craft could only work with cantrip and 1st-level spell scrolls, and I would need to craft an Uncommon one to do 2nd- & 3rd-level spells. (Like, by finding a bigger pearl to act as the magical ink reservoir.)
This alleviates most of my OP concern. Though there's still plenty of shenanigans possible with Common-level tattoos ;D

Minor Scroll-Tattooing Needle
Wondrous Item, common
This golden needle is hollow, with a fine-point tip and a pearl on the other end. If you hold the tip to a spell scroll of Common rarity (1st-level or cantrip), and say the command word, all the ink from the scroll will be drawn up the needle into the pearl. You may subsequently place the tip on a willing creature’s body, and say the command word, in order to transfer the ink there in the form of a Spellwrought Tattoo. The pearl can only hold one spell at a time, and both the conversion and the inking process are irreversible.
The discussion about using spell scrolls for reaction spells (https://www.dndbeyond.com/forums/dungeons-dragons-discussion/rules-game-mechanics/104605-pulling-out-a-counterspell-scroll-as-part-of-its) made me realize the value of the Spellwrought Tattoo introduced in Tasha's, and I was thinking about how my character might be able to craft one. And I hit upon the idea of "simplifying" the crafting process with a magic item that could convert a spell scroll into a Spellwrought Tattoo. That way the materials and crafting process would be the same as scribing a scroll, with one final step.

I think it’s a cool idea, and having the variable rarity makes it more balanced.
