Greetings to all my fellow dice rollers out there! I've been trying to get back into playing now that I'm done traveling for my career, and have now have time on my hands again. I have been doing research for sometime, and need help creating a race for a Homebrew campaign I will be joining. I would greatly appreciate any help in creating a Half-Blue Dragon, Half-Ghostwise Halfling who will ultimatly be a gunslinger, which I have just been aware of. When I last played back in 3.5 this wasnt that big of a thing that I ever came across, so I never delved into this type of creation.
This edition, the only Half-Dragon there is is a template to add onto a monster, it’s no longer a playable thing. It’s considered too powerful to be balanced. If it was me I would try to mashup a chromatic Dragonborn with the ghostwise Halfling’s Silent Speech ability.
First things first: was this cleared with the DM? If no, check with DM first. No point making something not going to be allowed (which many don't).
If the DM does allow is this just applying the Half-Dragon template (MM) to the character? Seems a bit OP but easy enough to do. I could even make a video showing you how to do it.

Well, if you took the half-dragon template from the MM, dropped the Blindsight and swapped out the Breath Weapon it has for the one from Fizban’s, and then made it Small and gave it the +2 Dex & +1 Wis and the Silent Speech trait from the Ghostwise Halfling it shouldn’t be too OP, just a little bit. Like this:

Your character can speak, read, and write Common and either Draconic or Halfling.

You have a chromatic dragon ancestor, granting you a special magical affinity. Choose one kind of dragon from the Chromatic Ancestry table. This determines the damage type for your other traits, as shown in the table.

On a failed save, the creature takes 1d10 damage of the type associated with your Chromatic Ancestry. On a successful save, it takes half as much damage. This damage increases by 1d10 when you reach 5th level (2d10), 11th level (3d10), and 17th level (4d10).
You can use your Breath Weapon a number of times equal to your proficiency bonus, and you regain all expended uses when you finish a long rest.
Darkvision
You can see in dim light within 60 feet of you as if it were bright light, and in darkness as if it were dim light. You can’t discern color in darkness, only shades of gray.
Draconic Resistance
You have resistance to the damage type associated with your Chromatic Ancestry.
Silent Speech
You can speak telepathically to any creature within 30 feet of you. The creature understands you only if the two of you share a language. You can speak telepathically in this way to one creature at a time.
That’s a little OP, but not that bad. I hope that helps.
