I'm playing a shadow sorcerer in an upcoming campaign, and am curious about two things. I'm trying to add an expanded tasha-esque spell list (homebrew content is turned on), but I can't find where to do that. Secondly, I myself don't have XGTE but my DM does. If I create a completely "new" subclass using all the same features of the shadow sorcerer but adding in that spell list, will I get flagged for trying to go around purchasing content even though I have access to it within my campaign?
You won’t be able to add the spell list to the existing subclass, you’ll have to create it as a custom subclass. As long as you don’t publish it, you can’t get “flagged.” However, if you purchase that subclass for $2, then you’ll be able to use it as a template for your subclass, which means you won’t have to recreate it from scratch which can be a pain in the 455.
Making a copy of the subclass in homebrew should be fine. You just need to call it something else. And shouldn’t be “flagged” for anything. It will just be private homebrew and not available to publish. I’m not sure how to add the spell list so someone else can help you there. Maybe try the homebrew forums.
On the character sheet home tab, past the sources toggles and dice rolling toggles is a section for optional features, you want the optional class features turned on, then on the class tab you can click optional features manager to toggle whatever you like.
I'm not sure what you are actually asking about with the homebrew. Are you asking if you can make a homebrew copy of shadow sorcerer and add the optional extended spell list to it? I'm not sure if you can, adding to class spell lists used to depend on class and I'm not sure if they ever changed that. It would be easier to make copies of the spells and make those spells available to only sorcerer.
And all content flags on homebrew does it prevent it from be published, which you don't need to do to use it privately. So don't be one of the many guys that publish half finished crap that was only meant to be used in their own private campaigns.
