My first question is why is everything using the wisdom stat? Burrowing, bursts of speed, and howling using wisdom? This feels like it's just made to work for a cleric of druid player character rather than wisdom naturally fitting these abilities.
Using WIS makes canine bounds wildly unbalanced depending on your stats, for no logical reason I can think of to tie this to wis instead of str or even dex. This is just a better or worse version than the matching tabaxi feat depending on your wis score.
Dog's Howl needs a lot of clarification. Is this once per long rest? Once per short rest? An action, a bonus action? Why is this a contested wisdom roll? What does it mean by negative 2d4 modifier, is this to their wisdom score?
I'd be a bit hesitant to give out a burrow speed to a player race, but what the hell there are PC races with flying so why not I guess. But again, why is this tied to wisdom?
There seems to be a spelling mistake in the title name - it is spelled differently to the when referenced in the body.
I think two things:
1. Dog's Howl really needs to be a limited use. Once a day, probably. It's a very powerful ability, so needs to only be used rarely. As Nyr said, you need to specify its action economy. I'd go Action.
2. Also as Nyr said, don't have Wisdom as the base for all those abilities. Choose what makes sense. It doesn't make sense that the dog can borrow for a distance based on its Wisdom. Use something like Charisma. Go through the abilities and choose the appropriate ability to base each one on according to what makes sense. If you feel the abilities start becoming too MAD, reconsider what abilities you are giving instead of trying to shoehorn the governing ability.

Too powerful. Burrow speed is incredibly strong - I'd argue stronger than flight, especially in bursts of 75 (+5 wisdom mod).
Dog howl is very confusing and needs more details. Once/Long rest, action to activate? And -2d4 modifier to what exactly?
I would simplify by removing all of the wisdom references and setting explicit numbers. Just copy the tabaxi trait for your speed boost. Remove burrow speed entirely.
If you really want to include burrow speed as a feature, then make that your focal point and remove the other power traits.
Yeah, burrow speed the more I think about it is probably no good. Even with flying speed an enemy archer or spell caster can still see you easily enough, burrow could become problematic for the DM. I get the idea that 'dogs dig' angle but I think giving them burrow speed is a bit much. Maybe something else related like they can dig in loose earth without a tool for a flavor thing, rather than being a big power thing.
I also agree with removing wis from these abilities. Copy the tabaxi trait the speed boost is based on. Clarify the howl and limit its uses. Healing is pretty powerful as a racial feature I wouldn't let this be used more than once a long rest. If you really want to use a stat for the howl, charisma would make more sense as that's the stat generally used to influence other beings, intimidation seeming like the most applicable skill here as a point of reference.

Don't base the values off of wisdom score. Either give it a fixed value or use proficiency bonus.
You need to specify the activation action type, number of uses, and recharge interval for Dog's Howl.
As for power level, this just seems like Tabaxi but better and Tabaxi is an already VERY strong race.
I would not allow this at my tables.
