I'm rarely inclined to run a full daily budget of six-ish encounters (I can imagine running it, but most of the time I don't want to), but the limit on spells per day and so on is balanced for that, so I was thinking to limit spells per short rest in addition to daily uses. Some brief calculation on dividing by 3 gives me
Level 1-10: one spell of each level you know. At even levels, one additional level 1.
Level 11-12: one spell of each level 1-4, plus one higher level spell.
Level 13-16: one spell of each level 1-5, plus one higher level spell.
Level 17: one spell of each level 1-4, plus one level 5-6, plus one higher level.
Level 18-19: one spell of each level 1-6, plus one higher level.
Level 20: one spell of each level 1-5, plus one level 6-7, plus one higher level.

Does this seem like a reasonable idea?
I just make the few encounters I run harder.
I try to avoid anything the is extra book keeping.

It certainly can be done, it just messes with the balance between classes with daily powers and classes without.
