I am trying to create a class that offers 2 skill proficiency, Insight and Persuasion. The character that I am using this on gets neither of these from any other source and if I flop the order of the proficiencies in the list, then she receives which ever is listed first. I tried making the second skill proficiency an options list like this post seems to suggest, but still the problem persists, only a single proficiency is provided.
For the background, under the “skill proficiencies” section sou have to “add a skill proficiency” twice, once for each skill. Afterwords, you have to re-save the entire background.

I am saving the background between changes.

Except that doesn't work. The character builder just auto adds whichever proficiency has been listed first.
Honestly, with how much money Wizards of the Coast makes, you'd think they'd be better able to test and fix their shit.
