I am making a alternative version of the observant feat (adding a boost to insight) but something weird is happening and I don't know why. The bonus is meant to be a plus 5 to the 3 passives (perception, investigation, insight) and the normal passive perception/insight of this character is 17,but when useing this feat,rather then 22 (17+5) the passive perception/insight is 25,and I don't know why! Is it also adding the Wis/int mod?(+1int,+3wis) that's the only thing I could think of,but the Wis mod should be included in the base 17, shouldn't it?
Also,base investigation is 13 so +5 should be 18,but it's 19! So that plus what I stated above makes me think my int/Wis mods are being added,but I don't know if this is supposed to happen, hence why I am making this.

Investigation is an Int skill. If it was adding Int + Wis your 19 would be a 21.

I don’t know what you did, but the correct way to do it is:
There is no modifier subtype for passive Insight. It is currently impossible to boost Passive Insight specifically the way you want to.
Sorry if I was unclear. I was saying that I thought that maybe,the int mod (1) was being added to the investigation (makeing it 13+5+1,rather then the intended 13+5) and the Wis mod (3) was being added to the insight and perception (17+5+3=25,rather then the intended 17+5=22)
Also,"Modifier: Bonus->Subtype: Passive [skill]->Fixed Value: 5" is exactly what I did (except insight was just the insight skill,so when the feat is active,it says I have a +15 insight in the character sheet,when the normal is +7,like the passives) so I don't know why the numbers aren't just base+5.
Edit:I added the "primary stat" to each "modifier". Could that be the issue? I tried removeing it,but I didn't change the numbers,so I doubt it.
Edit2: I just made a test character,and without the modifiers, it's all +5.but if I boost the int and Wis mods to +1,it becomes 17 each!!!!! And removeing the int boost still keeps the 2 Wis based stats at 17!! And there are no proficiency bonuses,so that can't be it! A +3 wisdom gave me a +11 to per and insight!!!!! Something is broken,and I don't know what!

If you did that, then you didn’t do exactly what I said. Yes, that is one of your problems right there. When you removed the primary stats, you must have re-saved the modifiers. But you most likely did not re-save the whole homebrew using the main save button under “basic information.” The system only picks up your changes when the main save button is hit.

You didn’t improve the passive insight because there’s no modifier for it, you improved both passive and active. This is being affected by the same problem as the above.

I can tell you how to make it either way, but that piece of information will determine what instructions I give you. Deal?

Okay, hold up. One thing at a time.
If you did that, then you didn’t do exactly what I said. Yes, that is one of your problems right there. When you removed the primary stats, you must have re-saved the modifiers. Yeah, remove those, re-save the whole ‘brew, and then give it about 20 minutes for the character sheet to catch up.
