New to this but playing around with some homebrew items and some of the options are a hair confusing for me. I'm trying to setup an item that a PC can cast a spell from, and do so at a slightly higher DC than they normally would.
EX. PC can normally cast Fireball with a DC of 15.... but using the fireball spell within the item (which has charges) they could cast it with a DC of 17.
I know I can set the DC in the item, but if I try to make it +2 it changes it to 2.

No, magic items are designed to be immutable. Their power is set when they are created.
