I am writting up a wonderous item that grants the use of 3 dragons breath weapons / Long rest and lightning immunity. i have the lightning immunity down however i cant fogure out how to make it grant a breath weapon attack. Am i missing something or is there a work around that can be done here?

You can’t at the moment. That would really require adding an Action, and DDB hasn’t added Actions to Magic Items yet. It’s on the list though, but I have no idea how soon.

You may be able to take it though by creating a homebrewed ”spell” to do what you want, and then attaching that spell to that Wondrous Item.
