He eventually makes it to the front gate of the powerplant, covered in sunburns. "The name's Tod, my power is uh... luck. And I'm here to inspect the cleanliness of your facility, and clean it if required."
The guard looks at him and says 'Uh huh. Sure pal. Can I see a badge or some ID?' He then spits out a sunflower seed he's been chewing onto the arid sand and covers it up with his foot.
Tam creates a portal next to one of the guards, and attempts to pull the gun out of the guard's hands.
*what kind of check would this be?*
[Jester is close, Sleight of Hand contested by the Guard's Athletics to keep a grip on it] The portal appears and the guard tries to pull back against Tam's tugging, saying 'Oh no you don't! Men, fire at will, they're hostile!' Athletics with disadvantage from Cal: 5
I'll do the guards turn after the characters, also the area is lightly obscured by all the steam.

[Ah yeah, cool! Saves for the guards within the building, I'll say they're pretty fearful of betrayal and obviously get disadvantage from Cal:
Guard 1 (North: Power Unknown: Full Health) 5 Guard 2 (East: Power Unknown: Full Health) -1 Guard 3 (South: Power Unknown: Full Health) 4 Guard 4 (West: Power Unknown: Full Health) 1
All of the guards are petrified by these words, and now suspect that each of the men around them could be a traitor. [Does the party also have to make saves too?] Roland then starts throwing tiny rocks he had in his pocket at the generators and reactors; he's more concerned about 'destroying' whatever's going on here rather than the men with guns. Greg on the other hand just makes himself appear in the walkie-talkies that the guards carry and cuts out any noise by just yelling 'BOOOOOOOOOOOOOOOOOOOOO' over and over inside them, so anybody that tries to listen to the other line can't determine what's happening.

He shakes his head. "Nah man, you misunderstand. I'm not with government, not exactly. We work in a special kind of cooperation together, my organization does service. Today's service is cleaning up this place." He turns half way around, pointing to an old, dusty badge sewn into his left pant leg. "That's the closest thing I got to identification. It's what I use, since nobody ever remembers my service group."

The man sighs and says 'Sorry dude, can't let you in without anything official. I could check with a coworker to see if anything's scheduled though.' He takes out his walkie talkie and says 'Hiya, Lincoln, have we got a cleaner due today? Linc? Huh that's weird.' All he can hear on the other line is Greg's ghost impression, so he just says 'Look buddy, wait a while and I'll call back and check, just take a seat on a rock or something and we can check back in later.'

[Awesome! It appears behind Guard 2 in the East and immediately presses the barrel of its gun to the mans head, blowing his brains out and taking his place whilst the rest of the Guards are none the wiser. In other words, there is an Imposter Among Us. (It probably couldn't actually kill a guard in one hit even with a surprise attack (though it would be neutralised by Cal) but I just think it's a cool idea to have him take the place of one and kill the original so the guards don't spot an extra)]
