Sry for being an idiot but how do the wealth stage stuff work?
Your Lower Class starts at Wretched, and some buildings increase your Wealth category. The Upper Class is always at least one stage higher than the Lower Class. If you have a Democracy, then the Upper Class is always exactly two stages above. Republic removes that limit.
You're not an idiot, it just might be difficult to understand the rules upon first glance.

Inside, two men are sitting at a desk, arguing about something, before turning to face the centaur. One of the men has curly black hair, and wears a red blindfold. The other man has shorter brown hair and is holding some papers. For being the people in charge, their attire is surprisingly simple.
The man wearing the blindfold speaks first “Oh. Hello! What brings you to our humble town?”
