No. All words are relative. They only mean what we think they mean. Definitions do not have to follow strict rules, as language is fluid and ever-changing. Sure, technically, tomatoes are classified as fruit, but in the common mind, (I'm pretty sure) most people regard tomatoes as vegetables in everyday life. the same is with ketchup. While technically, ketchup could be classified as a jam if tomatoes are technically a fruit, most people do not think of ketchup as a jam, and so ketchup is not a jam.
Furthermore, even if words and definitions were rigid, the definition of jam is "a sweet food made from fruit and sugar boiled to a thick consistency, often eaten spread on bread." Ketchup is not a jam, as while it is made from fruit and sugar, the amount of sugar added to most jams is significantly more than the amount added to ketchup. Ketchup is also less sweet than most jams as well. Also, while ketchup is boiled during production, it isn't nearly as thick as jam is.

That’s because juice is defined as “The extractable fluid of cells or tissues” Jam is defined as “A preserve made by boiling fruits (or vegetables) and sugar to a thick consistency” Neither one actually have anything to do with being fruit, as you can get juice from just about anything, and you just have to boil a fruit or veggie with sugar to make a jam. So no. Ketchup is not a jam. Jam is a type of condiment though.

That’s just like. Straight up wrong. Just because you regard tomatoes as vegetables doesn’t make them a vegetable. There is a set biological standard for something to be a vegetable, which tomatoes do not meet. And yes, definitions do need to follow strict rules. If they didn’t, there wouldn’t be a reason to have them period. Sure, a word might have multiple definitions, and they might change, but definitions are always exactly what the word is and means, at least within our understanding of reality.
