Here's a study that talks a bit about it. (They do get emotional bonds with their owners, but it is different from dogs.)
Basically, cats evolved from an ancestral species that was very solitary and didn't interact much with other cats except in order to breed. Dogs, however, came from their common ancestor with modern-day wolves, which were very social creatures that live in packs and have complex social structures. We've been domesticating both cats and dogs for a very long time (around 10,000 years for cats and 40,000 years for dogs). Dogs were domesticated because they would mostly eat the scraps around our fires that we either didn't care for or didn't have the ability to eat (like bones), while we domesticated cats in order to keep mice and other pests out of our grain. Dogs became less aggressive throughout time because they didn't need to hunt when we were giving them scraps, but cats still had to hunt, which keeps them wild in nature. Because of this, dogs have had a better time acclimating towards human life than cats have, which is why cats are more "claustrophobic" than dogs.
This is why dogs are more "softies" than cats, and why their emotional bond is more apparent to us than that of cats. Cats do care about us, but we are still mostly just a source of food for them. Cats can survive on their own (and do so too well, from an environmental viewpoint), as they were domesticated because of how good they are at hunting.
