The campaign where I cast this wish was the very first one I ever played so if anything here violates any rules then it’s just because my dm was lenient for that reason.

there will also be a area for teaching magic and weapon combat outside the college, with a dome for protection in case of anything happening while teaching magic

there will be a Armory for weapons and Armour, as well as dorms for students that want to live on site, and the halls can be magically extended to fit as many dorms as needed, but they can only be extended by the headmaster and high ranking staff

There will be a room for testing people if they have magic capabilities, and the tools to do so

There will be a food hall, with a kitchen directly to the side and the tools used for cooking

There will also be a forge for making weapons and armor and the tools to do so

And finally, once this wish has been cast, posters will appear all around the world, saying things along the lines of teachers and adventures needed for the grand opening of the college of adventure, and a few weeks after that, new posters will begin appearing around the world saying that students are now welcome at the college.

There will be 20 large classrooms with a different layout for their individual purposes and the tools required for each class

 

 The college is magically constructed as you said but... but... you are not the headmaster. The headmaster is a random peasant who now owns a magical castle.
