Bahamut starts starts the battle with 7 Ancient Gold Dragons helping him (as is suggested in the description), with 546 HP each. Six of these dragons use Change Shape to take the form of Adult Gold Dragons, which are merely Huge creatures instead of Gargantuan, while retaining their other stats. They then surround Bahamut, making it impossible to attack him from melee range. Bahamut's Bite attack, however, can reach past them to attack pesky adventurers. This means that he's only able to take damage from ranged and magic attacks. If any of his bodyguards is killed, Bahamut flies straight up into the air and breaths his Exalting Breath in a cone straight down. The fallen dragon is resurrected with full 546 HP, and the others are healed for 13d10 each.
Meanwhile the adventurers need to contend with these 6 bodyguard dragons. If an adventurer is within 10 feet of one of them, they will take a full multiattack; if they are instead within 20 feet they will take a tail attack. Each dragon will also use legendary actions to make an extra 3 tail attacks per round. Not to mention, 7 Frightful Presence saves which need to be resolved independently. They also all have their own breath weapons, and don't care about hitting each other as they're all immune to fire. The seventh dragon is using this opportunity to go after ranged attackers and spellcasters.
And twice per round Bahamut is taking Bite attacks over top of his bodyguards. If you get unlucky enough to take the attack which uses Legendary Actions, you are nearly guaranteed to be Frightened.
And even if the adventurers manage to kill all 7 dragons and the aspect, Platinum Brilliance kicks in, recharges his Breath Weapon, and he uses his first turn to bring all 7 bodyguards back to life.
I don't think this encounter is winnable for players. At all. Under any circumstances, ever. Granted, this wouldn't be very fun, but having rechargeable resurrection is just game-breakingly powerful.

"We'll see," Said Bob. "Depends on my mood at any given moment."
"Well, that'll be an interesting session," Said Bartholemew.
"Who said anything about D&D?" Said Bob. The group faltered. "You see, my loyal players, I have gained ultimate power. How isn't necessary for you to know. But join me, and we shall rule the world."
"...what?"
"I gave you a chance. Now, behold, your assimilation." Bob then did a little dance, and out of the sky fell Bahamut and 7 ancient gold dragons. Bob himself disappeared in the blink of an eye while laughing maniacally.
The party attempted to sneak away. But one dragon noticed them, and began pursuit.

Dave: "Can I use my action to cast tactical nuke?"
Bob: "..."
Dave: "What? is there something wrong with that spell?"

Dave: "You gonna make your DC 32 dex save?"
Bob: "The dragons all cast tactical nuke, as a reaction, a bonus action, and as an action, they say, 'Rocks fall, you die.' "
