Mandalorian is a pretty good show, though I’ve only watched a few episodes. I never watched TOH. Tbh I don’t watch that many shows, but I’m really looking forward to Stranger Things season 5.
I’ve never watched it, but the Acolyte looks pretty good too. I might have to check it out sometime.
If we're talking about best shows -- Sweet Tooth, Avatar tLA, X-files, Over the Garden Wall, and Adventure Time are my favorites, not in any particular order.

He's an old war vet with a variety of mental illnesses and traumas all medicated with his own custom-bred spice supply. He's a criminal and basically a drug lord (he prefers the term "infinitely accessible herbal healer"), and he's trying to emulate the rich New Babylonian elites who sent him to war in the first place.

That's a really interesting concept. A character who self-diagnoses himself and makes his own medicine could easily descend into an even worse state. Maybe his spice medicines don't fully work, or they could cause more problems resulting in a very unpredictable character who goes crazier as time goes by. What if he lives in extreme poverty (maybe he doesn't even realize it) and he dresses up his terrible circumstances in fake finery in the fashion of those he desires to be like. Since he'd be in Yonstore, that could fit into the sewer lore.
New Babylon sounds really interesting. Maybe they could be based on the Flappers from the 20s? Possibly add in some references to old Babylon like the Lammasu. The prophecies from the book of Daniel might have some good, far out imagery.

Oh, he's absolutely mad and definitely getting worse, but he's not a villain because he's crazy... he's a villain because the society he had been serving all these years decided he was expendable and not worth medicating. He would probably still be a normal botanist who just happens to have severe OCD, depression, and anxiety. Cutting off his meds and sending him to war was the worst decision they could have made.
