Hornblower is in command of a small ship called the Hotspur. (I think that's the novel it takes place in.) He needs more sailors and comes across a merchant vessel. He boards the ship and says he's needs sailors for the navy. The merchant captains objects, but says he's fine if his sailors volunteer.
Hornblower turns to his second in command who volunteers the press-ganged sailors and is like, "Alrighty. All the sailors have been volunteered!"
