Standard Starting Equipment + 200gp for any extras. I figure it helps for simple upgrades. For example a class that starts with Leather Armor to buy Studded Leather. Or, like Kasrick was asking, a race that has extra proficiencies to buy the equipment to use those proficiencies.
Use the standard prices when looking at equipment.
I won't say anything is off-limits. (except perhaps potions of healing, will think on that). Unless run into something that ends being, "Wait... no!" But I'm not anticipating that. (Would take something pretty extreme I overlooked.)
