Reaction attack should be the subclass capstone. 

6th level abilities are generally upgrades of 3rd level ones.

10th is typically where you stick ribbon powers.

I personally think it’s cool that it’s con instead of strength.

Cool? Yes. Balanced? Who knows. One of the more important motivations here is a) will dms allow this and b) can low level subclasses benefit greatly? At least it is a physical stat, so at least no spells... (aberrant dragonmark...)
