The Prince In Ivory! Should be something around CR 12, they are basically a demented tooth fairy that decorates a palace with people’s teeth, giving people gold in exchange for his minions, tooth sprites, ripping out all of their teeth in the middle of the night without their knowledge. Their minions and their presence can be summoned To a village by reciting a nursery rhyme, “Prince in Ivory, heed my plea, I have treasures, just for thee, this covenant, I do create, worthless bone for riches great.”

 Hmm...

Might be a little challenging trying to come up with that from scratch, but it's manageable. (I usually base my statblocks off of existing monsters so I know what I'm dealing with.)

 Well, legendary resistance and some cool fey spells like misty step, nathair’s mischief et cetera, and then a weapon that would be something like a sword crafted from an elephants’ tusk, a bite attack that does big damage, the ability to summon gold and put people to sleep, and also a recharge ability where they do the thing Bill Cipher did in that one scene with the deer, causing massive damage.

Okay so basically Whatever his name was the little mayor guy summons bill, they talk for a while, and bill telekinetically rips the teeth from a nearby deer and gives them to him. “Deer teeth, for you kid!” I want the prince in Ivory to do that. But to the adventurers. Big damage!

The way I'm reading it is that you created the poll, included the "Raccoon is a terrible writer" option, and are surprised people would take the joke option you created as a joke option?

Plus I think you're forgetting the toe shoes and heelies homebrews I made. ;p

Though for a serious idea, was thinking about witch bolt and how it's a terrible spell. But then "what could make it better?" and have an idea now rattling in my head of an enemy that casts spells with their action that require the target to stay in an area and then grapple that same time to force it to stay in the area.

So an NPC that would cast Witch Bolt and then grapple the target to prevent them from moving 30ft away to end the spell. And things like that.

A way to fix that would be to make an alternate version of that spell that only takes a bonus action to cast, but it could have some side effects. For instance, on a 6 or lower on the attack roll, the bolt becomes unstable and blows up in your face, making you take the 1d12 then become stunned.

So sorta like Jim's Magic Missile.
