Multiattack. The devil makes three melee attacks: two with its fork and one with its tail. It can use Hurl Flame in place of any melee attack.
Fork. Melee Weapon Attack: +10 to hit, reach 10 ft., one target. Hit: 15 (2d8 + 6) piercing damage.
Tail. Melee Weapon Attack: +10 to hit, reach 10 ft., one target. Hit: 10 (1d8 + 6) piercing damage. If the target is a creature other than an undead or a construct, it must succeed on a DC 17 Constitution saving throw or lose 10 (3d6) hit points at the start of each of its turns due to an infernal wound. Each time the devil hits the wounded target with this attack, the damage dealt by the wound increases by 10 (3d6). Any creature can take an action to stanch the wound with a successful DC 12 Wisdom (Medicine) check. The wound also closes if the target receives magical healing.
Hurl Flame. Ranged Spell Attack: +7 to hit, range 150 ft., one target. Hit: 14 (4d6) fire damage. If the target is a flammable object that isn't being worn or carried, it also catches fire.
This dude is boring. Use an Erinyes or Orthon instead.

I love these guys. They're the most classic looking devil and they have awesome tactics for hurling flame from up above and then the tail attack adds additional complexity to the encounter. I find these guys more interesting than Erinyes because of that.
Sometimes straightforward to run is exactly what you'd want. Have you seen the statblock of the Orthon? It's about twice as long as this. Sometimes DM's just need a quick powerful devil to throw at their party and the Horned Devil does the trick just fine.
Interesting how all the lore on these is “They’re lazy and you should pity them because they’re so lazy and pitiful and stupid” and then they have this much power.

"Boring", is an adjective representing an opinion. I would also add, that no monster is boring or stupid. They are simply tools in a toolkit used to create encounters. If an encounter fails to spark the excitement of players, its not the tool's fault. That's like blaming a chisel for carving a lousy sculpture.
Does a revivify or raise dead count as magical healing for the treatment of the infernal wound? Or does there need to be an actual healing spell/greater restoration to accomplish that?

I like the hurl flame attack because it has no recharge.
Its good for my Qoventh's Plunder campaign (Qoventh is a dragon, living in dragon's mount)
its a good challenge for a melee fighter because of the tail attack

The funny part is it's picture looks like it is reclining.
Am I the only one who thinks that fork should do fire damage (based on the picture anyway)? It's glowing kind of like a brand, maybe you could add a cool effect on there, like:

If you do this, I would change it's multiattack to two attacks, to balance it out
Can the 3d6 damage from the tail be reduced in any way? Like, would a Barbarian's rage reduce the damage if they fail the con save?
Erinyes is wayyy more boring than this guy
