You all are heroes from Dierruc. However, recently, the Kingdom of Tarafas has been experiencing some rather odd occurences.
The sewers are flooding with magic and danger, and people rich and poor, old and young, are disappearing.
Tie this in into your backstory (somehow) and you are all banding together on a quest to seal the Underdark off from the surface and destroy the evil underneath.
Notes:
High magic campaign.
Evil characters permitted with suitable backstories.
Drow don't come from the underdark in this world.
Expect to fight weird stuff and duergar
Create your character for the campaign and later I will remove those not good enough.

Are ability scores point buy, standard? Any limitations for equipment or gold amount? I saw abilities and feats, etc for a couple examples of humans, elves, orcs, monsters, etc in the lore, but still slightly confused.
Basically, I was going to create a Cleric or a magic user of some kind, or possibly a Halfling Rogue, so just wanted clarification before making a pdf, or should I just go ahead and roll it and the details can be sorted out later?

Just one question that could influence character creation: if the spell Find Familiar is taken, who controls the familar when out of combat: the DM or the player?

Crispy used to work for the Waterdeep "Special Forces" - a police force that protected the city from threats the normal guards and militia weren't able to handle. The problem was, she was very corrupt, and had no problem bribing, extorting, and outright killing criminals instead of bringing them to justice. She was at odds with her patron, her temple, and her friends. Her partner who did most of the fighting died when we picked on the wrong beholder crime boss, and Crispy was fired and banished from the city. She's longtime friends with Chubby Beersmith, and the two have crossed paths numerous times. I'm sure her healing skills will come in handy.

Made a Warlock with Fiend Patron and Pact of the Chain for the party and campaign's consideration.
Gallias was your everyday average scholar until one day he opened up a tome and his mind to things mortals were not meant to know. Driven mad by the experience, he entered into a pact with a fiendish (devilish) entity to burn out the memories of that encounter, both metaphorically and literally. Now Gallias spends most of his time in quiet research along with his familiar/assistant LuLu when news of sewers overflowing with magic and people disappearing reaches his ears. With an distinct yet unfamiliar tingle going down his spine, Gallias sees an opportunity to put his knowledge to the test, to uncover what foul magic is afoot and how to put a stop to it. Perchance he will rediscover certain things he does not know he has lost along the way...
