My monk character has the ability to step though shadows howver he is a halflng a does it have dark vision. How am I able to use this ability if I can't even see where I want to go?
If you're standing in a dark place, and there is a light farther away, you can see this light in the dark. On the other side of that light source it gets dark. As such, you can see the other shadow to jump to.
If you are considered "blinded" due to darkness or fog, then you'll be unable to use the ability.
The monk Way of Shadow does grant you the ability to cast Darkvision on yourself using ki.

Having Darkvision allows you to treat Darkness as Dim Light and Dim Light as Bright Light, within its range.
It does not make you oblivious to the existence of darkness or unable to judge where a shadow is.
Now, as mentioned above, keep in mind that the ability says "you can teleport up to 60 feet to an unoccupied space you can see that is also in dim light or darkness." If you are blinded because of darkness (and so you can't see where you want to go), you can't use it.

The OP mistyped: he meant to say his halfling doesn't have darkvision so he was querying about shadow step when unable to see in darkness.
